Raphaël Pouyé is Democracy and Innovation Expert in the ‘Supporting Democracy’ project working for the European Commission (DG DEVCO — EuropeAid). ‘Supporting Democracy’ provides methodology and training to EU Delegations around the world working to increase civil society’s role in advocating and monitoring democratic accountability. In 2018, he designed and managed the EU ‘CivicTech4Democracy’ campaign, which showcased the EU’s global support to digital innovation by civil society work for democratic advocacy. Raphael is a democracy/elections support practitioner and political advisor with over 10 years of field experience in post-conflict and fragile environments. He has been cooperating with civil society in democracy support, policy dialogue and domestic election observation as a member of UN, EU, and OSCE operations in more than 20 countries. He is currently employed by Berlin-based foundation Democracy Reporting International (DRI).
